Overall, Perth had the highest average household water bill and the steepest charge for high water usage, while Melbourne recorded the lowest costs across all metrics. Water pricing structures varied, with flat rates in Melbourne and Sydney, and tiered pricing in the other three cities.

Looking at usage charges in detail, Adelaide and Perth shared the lowest rate for consumption up to 125KL, at $0.42 per kilolitre, but this rate more than doubled in Adelaide (to $1.00) and nearly quadrupled in Perth (to $1.50) for usage over the 125KL threshold. Brisbane had a small price rise for excess usage, from $0.81 to $0.84 per KL. In contrast, Melbourne and Sydney applied uniform flat rates: Melbourne charged $0.78 per KL regardless of usage, while Sydney had the highest flat rate at $0.98 per KL.

In terms of average household bills, Perth households paid the most at $332, followed by Sydney ($319), Adelaide ($312) and Brisbane ($310), with all four cities having similar bills between $310 and $335. Melbourne’s average bill was by far the lowest, at just $253 per household.
